Until 1 January 2021, a mandatory pre-export certificate for the UK was not required as it concerned intra-traffic. Now that the UK is a third country, the Netherlands may not issue an export certificate for the UK with guarantees regarding growing conditions without such a pre-export certificate.
Many export shipments offered for inspection at the KCB contain products from other EU Member States. Some of the export guarantees on products can only be issued by the country of production (e.g. through field inspections). European regulations (PHR 2016/2031) stipulate that the country of production provides the batch with a pre-export certificate in which the NPPO concerned issues such guarantees. The Netherlands needs this pre-export certificate to justify the export guarantees on the phytosanitary certificate issued to the UK. Companies are often unaware of this obligation.
"We hereby inform you of this obligation to submit a pre-export certificate. To be on the safe side, the NVWA website has placed even more emphasis on the need for the pre-export certificate. Please note that these are only products for which the UK has set a requirement and for which only the country of production may issue the guarantee. A pre-export certificate is therefore not always required. Information on this can be found in the country requirements of the UK," the company announces.
