Special measures for export of cut roses to Ukraine

Based on the result of a special investigation on the import of cut roses, a special commission of the Ministry of Economic Development, Trade and Agriculture (MEDT) has taken the decision to impose a special duty for imported cut roses HS code 0603 11 00.

The commission concludes that "probable unpredictable, recent, sudden and sharp growth of imports have caused significant harm to Ukrainian producers and the development of imbalances are in favor of foreign producers-suppliers of goods to Ukraine."

The commission believes that the application of special measures will have a positive effect on the resumption of competition in the domestic market of Ukraine and will eliminate the negative impact of trade imbalances.

Following the decision, special measures will be applied for a period of 3 years by introducing a special duty in the amount of:

- from the date of application of special measures in the amount of 56%;

- after 12 months from the date of application of special measures in the amount of 44.80%;

- after 24 months from the date of application of special measures in the amount of 35.84%

The decision will come into force 30 days after the publication date: 22 April 2021.
