China: Plant epidemic prevention and control at the Flower Expo Shanghai

The Flower Expo has finally opened. Since last year, Shanghai Customs has taken multiple measures to ensure the smooth holding of this Expo and smart quarantining will build a line of defense for bio-safety. It not only strengthens the quarantine and supervision of the entire chain of imported plants but also cooperates with local multi-departments to build a dense plant epidemic prevention and control network. At the same time, it uses intelligent means to realize extension supervision and monitoring of foreign pests and promote the construction of Chongming's ecological island.

A strong line of biological security
On average, Shanghai Port imports more than 400 batches of seedlings, bulbs, and perennial plant propagation materials every year. The Guangming Group, which is responsible for the flower planting of the Flower Expo, used the peony, hydrangea, hemerocallis, agapanthus and other varieties that have been imported over the years in the park, totaling more than 100,000 plants. Each batch of these plants undergoes strict port quarantine and isolation quarantine by the customs and is planted and used after being qualified.

Joint forces to improve quarantine supervision
The concentrated planting of large numbers and varieties of flower seedlings in the Expo Park is a huge test for the prevention and control of plant epidemics. Shanghai Customs, together with the Municipal Agricultural Commission, the Municipal Forestry General Station and other departments, jointly formulated the working mechanism for monitoring and joint prevention and control of external pests, from the introduction of plant risk assessment, field inspections, and isolation sites, to the investigation of flower displays, exhibition inspections, and quarantine monitoring, forming the supervision of customs and local agriculture and forestry departments to share information on imported plants, pest monitoring information, and epidemic emergencies. Through mutual cooperation and coordinated operations, the quarantine process of approval, back-up, supervision, and disposal is ensured to be rigorous and smooth, and a closed-loop to effectively prevent plant epidemic risks has been constructed.

"Smart" quarantine capabilities
At the Flower Expo this year, Shanghai Customs, in addition to using traditional quarantine and supervision methods, also used a number of intelligent software and hardware facilities and equipment to build a national bio-security line of defense.

Customs officers installed intelligent insect trapping and monitoring equipment in key areas where incoming plants are concentrated in the park. Insect traps are equipped with built-in cameras and sensors, combined with automatic counting and other functions, allowing customs officers to intuitively, efficiently, and accurately grasp insect trapping conditions and meteorological factor information through real-time transmission of video images, realizing remote monitoring and precise management of the incoming information.

In addition, during the Flower Expo, Shanghai Customs will also use smart glasses and other intelligent supporting equipment to carry out inspections, and report the scene situation to the monitoring command center in real time in the form of voice and video, and cooperate with the professional forces of the quarantine workroom to carry out remote technical guidance, improve the effectiveness of plant quarantine supervision, promote the construction of the ecological island in Chongming, and ensure national biosecurity.
