Russia: Authorities identified potted plants coming from China lacking the necessary documents

On July 2023, an inspector of the Rosselkhoznadzor Department for the Amur Region and the Republic of Sakha (Yakutia) identified 2 cases of imported potted plants without documents illustrating the quarantine phytosanitary condition.

Specifically, two citizens tried to carry 4 potted plants in hand luggage through the passenger checkpoint from China. The identified regulated products did not have a phytosanitary certificate from the exporting country (FSS). As a result, these plants must be destroyed or returned to the point of departure (at the request of the owner). In addition, administrative proceedings have been initiated against individuals.

Products with a high phytosanitary risk must be accompanied by FSS. Its absence can cause the introduction and spread of harmful organisms into the territory of the Russian Federation.

In total, at the beginning of 2023 in Blagoveshchensk, 7 potted plants were seized and destroyed, about 150 kg and 81 packages of seeds for sowing, more than 5 kg of rice groats, 7 kg of onion sets, 40 pcs. plants for open ground and 62 kg of vegetable seedlings.
