Investment opportunities floriculture sector Rwanda

The Rwandan National Agricultural Export Development Board (NAEB) has published 2 calls for proposals for investments in flower production and export from Rwanda. NAEB is a government institution responsible for facilitating growth of agribusiness, diversifying agriculture and livestock commodity export revenues by supporting and facilitating agricultural private operators.

Call for proposals Nyacyonga and Gishari
The call for proposals is to select a potential investor for 2 sites to develop a farm of 15 hectare located in Nyacyonga and 65 hectare located in Gishari.

The objectives of this call for proposals are:
  • to attract suitable floriculture investors with adequate expertise and financial means to carry out the required investments and build a sustainable export business;
  • to contribute to developing a Rwandan success story in production and marketing of flowers; and
  • to improve balance of payment by increasing exports and reducing flower imports.
The document detailing the requirements of the project can be obtained at the procurement office of NAEB during working hours or via the NAEB website http://naeb.gov.rw/fileadmin/Tender/Call_for_proposal_NYACYONGA_GISHARI.pdf

Call for proposals Bella Flowers
The call for proposals concerns the lease or full acquirement of Bella Flowers. Bella Flowers is a 35 hectare farm in Gishari sector. The farm has currently 10 rose varieties under production on 13.5 hectare and has been exporting to the European market since September 2016. It is expected that the farm is in full production by June 2017.

The document detailing the requirements of the project can be obtained at the procurement office of NAEB during working hours or via the NAEB website http://naeb.gov.rw/fileadmin/Tender/CALL_FOR_PROPOSAL_ACQUISITION_BELLA_FARM.pdf

Planning
The planning for both calls for proposals is as follows.
  • Investor roundtable in Nairobi, Kenya from 15-18 May 2017
  • A facultative site visit in Rwanda for potential investors on 25th May 2017
  • Deadline for submission of expression of interest: 7th June 2017 09.00h AM
Floriculture in Rwanda
Rwanda is a good destination for floriculture development due to the climatic conditions (plenty of rainfall and an average temperature of 25 degrees), governance, business environment and institutional support. Floriculture has been identified by the Rwandan Government as a top priority export sector. The sector is still nascent but the first investors are successfully producing and exporting roses and summer flowers to Europe.
