Giving U.S. floral brands a head start on new EPR rules

Paardekooper has announced that most of the flower sleeves and buckets they sell in the U.S. come with a special environmental report called a Life Cycle Assessment (LCA), following international standards, at no extra charge. In Oregon, a new rule allows companies to reduce certain recycling fees by up to 10 percent per item (with a maximum reduction of US$20,000) if they provide an approved LCA, which Paardekooper already offers. Other states like Colorado, California, Maine, Minnesota, Maryland, and Washington are planning to introduce similar rules between 2025 and 2027, aiming to lower fees for packaging that has an approved LCA. This means Paardekooper customers can more easily secure lower-cost, environmentally compliant packaging in these states.

An LCA, or Life Cycle Assessment, measures the environmental impact of a product from its creation to its disposal. Oregon is the first state in the U.S. to offer lower packaging fees for fully verified LCAs, moving towards a European approach called ecomodulation. Paardekooper, through its independent consulting arm, The LCA Centre, has completed hundreds of these studies since 2012. This experience enables its U.S. branch, Broekhof USA, to promptly provide the necessary LCA report as soon as a customer places an order.

"Our sleeves arrive with the science already inside," said Jim Bos, Managing Director Americas. "It lets our customers tap Oregon's Bonus A savings right away and keeps them prepared for the next wave of LCA-based fee incentives, without the extra studies or consultancy bills many suppliers still require."
