Quarantine pests detected in multiple flower shipments imported from China

Several Russian regions reported new detections of quarantine pests and diseases in cut-flower consignments arriving from China in late November.

Primorsky Krai
Four separate detections of Western flower thrips (Frankliniella occidentalis) were confirmed on 24 November in cut flowers imported from China. A total of 26,300 stems of spray carnations, green carnations, hydrangea, and matthiola were found contaminated, with matthiola showing the highest infestation (5,800 stems).

Two large additional consignments, 204,700 and 119,500 stems, also arrived from China by truck; infested portions were blocked from import and will be destroyed at the owner's request. Since the beginning of 2025, Primorsky laboratories have recorded 60 detections of Western flower thrips in 302,200 imported stems, all either destroyed or returned to China.

Amur Region
On 26 November, two shipments of chrysanthemums from China (over 16,000 stems) tested positive for chrysanthemum white rust (Puccinia horiana). One of the shipments also carried Western flower thrips. Import of flowers contaminated with either organism is prohibited.

So far in 2025, 40 detections of chrysanthemum white rust have been recorded in imported chrysanthemums, totalling over 220,000 stems.

Altai Region
On 24 November, laboratory testing confirmed contamination in several consignments of dried and fresh cut flowers and buds imported from China, more than 16,200 stems in total.

Findings included:

  • Tobacco whitefly (Bemisia tabaci) in 830 dried dyed chrysanthemums, 2,200+ multicolored chrysanthemums, and 402 oxypetalum stems;
  • Western flower thrips in 1,800 matthiola stems;
  • Thrips palmi in 1,300+ gerberas and 7,300 single-color chrysanthemums (the second detection of this species in 2025);
  • Hawaiian thrips (Thrips hawaiiensis) detected for the first time in the region in 1,200+ eustoma and 1,100 gypsophila stems.

Contaminated lots will undergo mandatory measures in accordance with import regulations.
