Ukraine imported 12,850 tonnes of cut flowers in 2025, an increase of 8.5% compared to 11,840 tonnes in 2024, according to the State Customs Service. In value terms, imports rose by 14.2% year-on-year to $64.48 million, up from $56.46 million in 2024.
The Netherlands remained the leading supplier, accounting for 72.4% of total imports in monetary terms, or $46.68 million. Ecuador ranked second with a 12.8% share ($8.25 million), followed by Kenya at 6.2% ($4.00 million). The same three countries led supplies in 2024, with similar shares: the Netherlands (71.1%), Ecuador (13.5%), and Kenya (5.8%).
Flower exports from Ukraine remained limited in 2025, totaling $184,000 for the year, down 12.5% from $210,000 in 2024. Moldova was the main destination, accounting for 59% of exports ($108,600), followed by Georgia (23%, $42,300) and Lithuania (10%, $18,400). In 2024, Moldova also led (58%, $121,800), while Poland (17%, $35,700) and Lithuania (12%, $25,200) completed the top three.
In 2021, Ukraine introduced a three-year special duty on imports of fresh cut roses, regardless of origin or export country. The duty was set at 56% in the first year, 44.8% in the second year, and 35.84% in the third year.
In 2025, the Interdepartmental Commission on International Trade concluded, based on findings from the Ministry of Economy, that the special measures had a positive impact on domestic producers but had not fully eliminated the damage. Recommendations to extend the duty were submitted to the ministry.
