On 9 February 2026, the Omsk regional office of Russia's plant health authority detected western flower thrips (Frankliniella occidentalis) in a consignment of 5,600 chrysanthemum cuttings imported from China via Kazakhstan. Laboratory testing confirmed the presence of viable specimens. The entire shipment was destroyed. This is the second quarantine interception in the region since the beginning of the year.
On 11 February, phytosanitary inspectors cleared 5,000 tulips grown in the Republic of Adygea for shipment to the Khanty-Mansi Autonomous Okrug. Laboratory analysis confirmed the absence of quarantine pests, and the flowers were released for sale.
Also on 11 February, authorities in Khabarovsk region banned the import of 63,900 cut flowers from China after laboratory testing identified western flower thrips (Frankliniella occidentalis) in eustoma, carnations and gypsophila, and chrysanthemum white rust (Puccinia horiana) in chrysanthemums. The infected consignment will be destroyed. This marks the first detection of these quarantine organisms in imported flowers in the region in 2026.
