While imports declined, Kazakhstan expanded domestic flower production. In 2025, gross flower output reached 42.2 million stems, up 4.7% compared with 2024. Around 90% of production came from greenhouse cultivation.
The recovery follows several years of contraction. Since 2019, output had been falling, reaching a low of 10.8 million stems in 2023. Growth resumed in 2024, supported by the launch of large-scale greenhouse production in the Almaty region. In 2025, the Almaty region produced 32.4 million stems, 6.3 times more than a year earlier, significantly reshaping the national production structure.
In contrast, several northern regions recorded sharp declines over recent years. Output fell nearly sixteenfold in the East Kazakhstan region, while Akmola and Karaganda regions reported decreases of 31.1% and 32%, respectively. In the Pavlodar region, once responsible for almost one-third of the national production in 2019, flower growing has ceased.
Price trends varied by region. In December 2025, the consumer price index for plants and flowers reached 119.5% in the Pavlodar region, compared with the national average of 104.4%. Prices also rose sharply in North Kazakhstan (+21.2%), Atyrau (+22.3%) and West Kazakhstan (+22.6%) regions. In southern regions and major cities, price growth remained moderate at 1–2%. Overall, annual price growth in the sector stayed within 105–106% during the year.
