Russian flower production has grown steadily over the past five years, increasing from approximately 347 million stems to around 454.8 million stems in 2025. The share of domestically grown flowers in retail sales rose from 14% in 2019 to 22–25% in 2025. In the premium rose segment, Russian producers already account for 25–35% of sales.
Production is concentrated in large greenhouse complexes operating year-round. Leading federal districts include Central (35% of output), Volga (33%), North-West (12–17%) and Southern (10–11%). Together, these regions account for more than 75% of Russia's greenhouse flower production.
The potted plant segment has also strengthened. Domestic producers have secured strong positions in potted roses and ornamental plants, with import substitution exceeding 90% in certain categories.
Regional and seasonal growers complement large holdings, focusing on tulips for International Women's Day, chrysanthemums and niche varieties. For smaller producers, seasonal cultivation and short logistics chains remain the most accessible entry points into the market.
