Russia's Federal Service Rosselkhoznadzor has announced the possibility of introducing restrictions on the import of flowers from Armenia starting June 16, 2025.
According to Rosselkhoznadzor, imports of cut flowers from Armenia reached 52 million stems in the first half of 2025, about 50% more than in the same period last year. During this time, 13 instances of western flower thrips (Frankliniella occidentalis) were reportedly detected in floral shipments.
The agency warned that, unless the situation improves, it may temporarily ban the import of flowers accompanied by Armenian phytosanitary certificates, including those from third countries.
Responding to this, Armenia's Food Safety Inspection Body said relevant checks will be carried out. Spokesperson Anush Arutyunyan disputed part of the Russian agency's statement, specifically regarding imports from third countries:
"Yes, we do import flowers from third countries, but it is minimal and intended only for domestic use. The flowers exported to Russia are indeed produced in Armenia. The volume of greenhouse production has increased, and the country can fully support export volumes."
Dialogue between the two agencies is ongoing to ensure compliance with regional phytosanitary standards.
