Rosselkhoznadzor plans to suspend imports of cut flowers accompanied by Armenian phytosanitary certificates starting June 27. The reason: repeated violations of plant health regulations and a sharp increase in contaminated shipments.
In 2025, Russia imported 52 million cut flowers from Armenia, up 49.7% from 34.7 million a year earlier. Inspections revealed 18 cases of quarantine pests, specifically, Western flower thrips (Frankliniella occidentalis). Over 13 million flowers were not presented for required checks.
Authorities say Armenia has failed to identify growers, verify the origin of the product, or take action despite multiple warnings. Russia suspects many flowers are being re-exported from third countries under Armenian documents.
Without corrective measures from Armenia, Russia will impose restrictions to prevent further biosecurity risks.
